Converting heating/cooling systems in an apartment? - types of heating systems

Is there a way to change a heating rate of the hotel / cooling in an apartment in a radiator type with a separate AC? This special heating / cooling system runs on gas for heating and blowing hot air. Is changed to alternating current electrical work. I do not blow hot air and wondered if it might turn into something else, such as water heaters. Thank you in advance for all suggestions. (Incidentally, this unit apartment in a building)
